Mr. Sovey began working for Charlotte Public Schools in July of 1977. He serves as Associate Superintendent for Business and is the district's Chief Financial Officer. Mr. Sovey oversees the business office encompassing areas of budgeting, purchasing, accounts payable, accounting, payroll, pupil accounting, insurance programs, employee contract negotiations, long term financial planning, and community education programs. Prior to coming to Charlotte, Mr. Sovey was employed by the certified public accounting firm of Lyle D. Hepfer Co., P.C. as a staff accountant and auditor. At the firm he performed certified audit engagements, provided non-audit services, and prepared tax returns. His academic preparation includes a Bachelor of Arts in Accounting from Michigan State University obtained in 1973. He achieved his Michigan Certified Public Accountant designation in 1976 and his Michigan School Business Officials Chief Financial Officer designation in 1999. While at Charlotte Mr. Sovey has implemented zero base budgeting in concert with the building educational plan presentation, annual classroom cost analysis, long term financial planning, total cost compensation collective bargaining, and business plans for the district's performing arts center and aquatic center. He has provided financial oversight for 23 successful local school elections relating to school funding. In April of 2009, Mr. Sovey was presented with the Michigan School Business Officials Distinguished Service Award as well as the President's Award for contributions to MSBO. The school district maintains a sound financial position due to the employment of sound business practices under Mr. Sovey's overview.
